PCChips technical support over 20 countries didn't reply to my messages, but I've managed to solve it by myself.
Just look for an old 486 CPU FAN and attach it to the TNT2 processor.
The problem is that it was overheating...

Now my Counter-Strike game works with D3D at more than 30fps... (before I couldn't reach 15fps...)
