Their is a good chance your agp speed has nothing to do with it. Try getting a utility like radeontweaker. It allows you to edit the settings of your card, over and beyond defualts. I have found a few slight changes can be the cause. Some games go from complete screen fuzz and crap, to 60fps and with a bit more tweaking to 80fps.
If you have allready done this i can not help, for i have not experieced any hardware problems and do not have the same mb as you.
Now it does sound as though it works at under 4x?
If so, i wouldn't sweat it that much. the diff between 4x and 2x is very small, if any and even more so with a 64mb video card.
