I'm not sure that 'dynamically' is the word to describe a disable function, but you might try looking in device manager to see that it's not disabled in the current profile. failing that delete the IDE controller in device manager and let Windows install the bus driver again on reboot,then there is the possibilty the drive is damaged.
Oh yes, check the data ribbon and jumpers on the back of the drive and the conection ot the IDE riser on the main board, finally if you have a low or old PSU you may be sufering from a power outage for the last 'polled' device, which is invariably the CD, since Windows does this every 4 seconds if auto-insert is turned on.
