Try benchmarking it to see which is accurate it should return an average seek of about 8.5 ms.
Also you could try the drive test download from ibm.com there are several options to test the drives actual ATA rate and change it if needed, once set it cant operate at any other, other than for compatibility reasons. You dont have your CD, or any other drive on the same controller and presumably you are using 80 strand data ribbon, if either of these is the case then the drive will default to Udma 33 and would correctly register with any OS as PIO mode 4.
