Was the cd_rom recognized by windows once? -> if yes, the easiest way is, to reinstall windows.
But: look first, if the cd_rom is displayed (and enabled) in the BIOS (you'll get there, if you press 'del' during booting (at the very beginning, when the memory is counted). This should be the case at all computers newer than ~1996- more precise: all computers that can boot by cd_rom.
If the cd_rom is displayed in the BIOS, but not by windows, try to boot pure msdos. You can do so booting from your system-disk, you produced during windows-installation. Can you address the cd_rom? It should be drive e:, if you've got one harddisk ...
If you can't address your cd_rom in dos: most probably your controller is out of order ... (if you didn't change anything to your hardware ...)
If you can, check the settings in windows: Are all teh two controller-channels enabled? To which controller is the cd_rom connected? Which plug? The board?
