IDE Primary Controller problem

I have a Pentium III computer, 733 MH, and I wanted to swap out hard drives. Once swapped, one of my CD Roms was not being recognized. On boot up, the BIOS recognizes it but once Windows is up, the CD Rom is not there. The SYSTEM'S Device Manager says I have a IDE Primary Controller problem, but everything is as it was. I tried putting in the old hard drive but the problem persists. I have exchanged all cables but that doesn't help. I have reinstalled the drivers but that doesn't help. Anyone got an ideas?
