I know its months since the original post, but I had exactly the same problem and have found a solution. It turns out the 'PCI simple communication controller' _IS_ your modem. To sort it out, do this:

- obtain the drivers for your modem
- go into Device Manager, into the properties for the PCI Simple..., driver tab, click update driver, browse to where you've unzipped the drivers you downloaded, and you're on your way...

The reason for the stupid name is that it is an ACL modem, and so gets its plug and play name assigned by the mobo manufacturer, not the chipset manufacturer.
