I have a similar card, but mine has 12 jumpers.
However, I have not seen anything above jumper #7 change anything! Chip is the same, W86C451

Here is what I have figured out so far. Can we say "REBOOT"... Yes, I did it the experi"mental" way, change jumper, reboot, MSD. And on a wonderful i386sx25!!!!! Anyway, here's what I have:
SHORT
JP FOR 1-2 2-3
------------------------------
01 COM1ADDR 3F8 3E8
02 COM1USE ENABLE DISABLE
03 COM2ADDR 2F8 2E8
04 COM2USE ENABLE DISABLE
05 LPT1ADDR 378 278
06 LPT1USE ENABLE DISABLE
07 GAMEUSE ENABLE DISABLE

That is all I have so far, but more than useful!

: : Looking for jumper settings for an 8-bit (short, half-ISA slot) I/O card with what looks to be 2 serial ports (labeled ASYN1 and ASYN2), 1 parallel port, and 1 game port.

: : There are 7 (1-2 or 2-3 selectable) jumpers on the front face of the card.

: : There is 1 chipset Winbond W86C451.

: : There is no FCC ID on the card, nor a brand name. Only label says "GW 451".

: : I need to know how to setting jumpers !!!
: : Any help would be appreciated. Thanks.

: : Thanks,
