I had the same problem with my Compaq Presario 1210US Laptop running Windows XP SP2. Here is the error message I received from my Toshiba SD-C2502 DVD-ROM: “Windows cannot read from this disk. The disk might be corrupted, or it could be using a format that is not compatible with windows.”

This problem (Toshiba SD-C2502) turned out to be a software (or firmware?) problem for me. If you're running Windows XP; try deleting the folder CPQDRV in your D:\ hard drive (SYSTEM_SAV). If it says it is too large for RECYCLE, then select 'YES' to permanently clear. Then do a System restore to the last time you feel that your CD/DVD-rom was working. Do it more than once if necessary. Pay attention to the above folder.
This should give you something to do, instead of going crazy with this problem like I did.
This got my CDs working & my computer recognizing my E:\ drive. I think the problem has to do with Windows Update, as Toshiba uses native drivers. If you get your CD-ROM working, turn off windows update, until you can screen its affects on your computer.
