No message saying "It's now safe to turn off your computer"

I have Compaq presario 7470. Had some problems but it's better (though not okay) after I wiped out everything and reloaded Windows 98SE. It has AMD processor; (and weird but what's what it shows) 120MB RAM, 20 GB hard-drive (18GB free!)

After I shut down the machine it has shown me just once "It is now safe to turn off your computer". It has never shown this message before and after that one incidence. Few times even though I do normal shutdown and then start it again. It gives me message that "Windows was not shut properly" and scans diesk for errors; or sometimes machine runs in a safe mode!

What would be the problem? Does faulty RAM can do it?
