Your CMOS battery may be weak or bad. Suggest that you change the CMOS battery (use a KNOWN GOOD one), enter CMOS Setup, set date and time, setup IDE devices, select FAIL SAFE settings (if available this has more thorough diagnostics), SAVE settings and exit. Reset to default CMOS settings after you get going.

Power outage suggest transient or lightning may have damaged your PC (hope not) - if the battery doesn't fix things post again - you will need to get into hardware diagnostic mode.
