If I understand correctly this is a NEW video monitor for your PC. If so, the signal cable is usually connected to the monitor and cannot be (easily) removed. Is there a socket on the monitor for a DB15 connector?

The power cord (usually) looks like a PC power cord; that is, it plugs into a socket (with pins) built into the monitor. Sometimes power cords are stashed inside some of the packing - look inside of the spacers.

Suggest that you take the monitor back to the dealer and have them "find" the cables.

Good Luck,
Henry
