Compaq diagnostics and CMOS Setup are usually stored in a special non-DOS partition on the HDD. When the partition is in place and loaded you can get into Setup using F10 while the cursor block flashes in the top right corner of the screen. You have a new HDD with nothing on it so you can't get into setup or anything else.

My old compaq had a set of diskettes with the startup and diagnostics; they would create the non-DOS partiton and load it if not on the HDD. The startup diskette was a way to get to Setup for a new HDD. If you don't have the diskettes, inspect your CD - they may be on the CD - if no luck, try the compaq web site for startup and diagnostic diskettes for your Presario PC.
