Presario 1247 Bios/Boor problem

While performing system maint. for the end user of this machine, I noted
that the BIOS hadn't been upgraded from the factory shipped version. I
downloaded RomPaq SP15611 from the support website and copied to the
system.
At that time, I booted the system with a Windows 98 boot diskette and ran
the file to create the ROM Upgrade boot diskette.
Once created, I powered off the sytem and rebooted with the ROM diskette
in the drive. The system started the ROM upgrade and then appeared to be
complete and powered off. (I have never had any of the other Compaq
systems that I work on power off at the end of the ROM upgrade) - The
system did have a fully charged battery, and was plugged into the AC power
pack during this entire process.
When I powered the system back on, the screen never powered up, but the
floppy drive does perform a seek. There are no error beeps, or any other
responses from the system. If a floppy disk is not in the drive, it
repeatedly performs a seek.
Please advise. I have not seen this happen in the past.
