using the motherboard manual, reset the clock multiplier jumpers for a lower speed, but first I would check the core voltage to the CPU and the FSB speed is set correctly, finally you can always add more fans, it's not unusual to have(in fact its good practise)a case fan at the bottom drawing cool air in as well as the CPU cooler and PSU extractor, another thought the PSU fan is sucking and not blowing?, finally just because the CPU cooler is spinning doesn't mean that its fast enough, if it drops a couple of hundred revs, it will make a difference.
