Cannot access drives or run bios

I feel an idiot, but undoubtedly need to call on some knowledgable person.
I have been suffering complications from installing Linux on a drive that
used to be linked to a second, Win98 drive.

It's a long story, but the latest chapter is this. I wanted to reinstall
Window on that drive, but the install program would only look to the small
fat-16 partition on the Linux drive. So, I tried disabling that drive in BIOS.
One thing led to another and, somehow, I disabled both drives. Now, BIOS
will not do its thing and I cannot boot any O/S. HD light comes on for a
bit, then goes off and all hangs. No access to floppy, either.

Can someone advise me what to do next?
